Frillish is not a catchable Pokémon in X/Y, you have to trade it from Black and White (where appears in routes 4, 17, and 18, Driftveil City, and in the P2 Laboratory surroundings), Black 2 and White 2 (where appears in routes 4, 13, 17, 18, and 21, Virbank City, Virbank Complex, Undella Town and Undella Bay, Seaside Cave, Humilau City, and the P2 Laboratory surroundings) or ORAS (in all the sea routes; you have to use the DexNav).

There you have all the possible games~
