I have a hustle male togapi it wont breed with my ditto whats the problem

You have to evolve Togepi into Togetic for it to breed. Ikr, it is very annoying but you'll have to bear with it

but yeah, Togepi is under the group of baby pokemon and therefore cannot breed, you'll have to get one of these bad boys to breed with.
