what is PWT?

I've only heard about the PWT, but I want to know what is it, is it for moon, and how do you participate.
Judging from what I've seen it's AI vs You, but do you have to go to an actual place to trigger the event?

Pwt (pokemon world tournament) is an area off driftveil city, in black and white 2, that lets you battle gym leaders, elite 4 members and league champions from past games. Unfortunately it's not available in in later games. It's honestly one of my favourite features in any Pokémon game
