Yeah, I agree they probably will be allowed. I feel more legends will hurt the creativity and popularity of VGC compared to this year. To have a successful team you will have to run legends, or run a very select group of Pokemon that counter them.

Nah I like this format better than 4 legends, a mega, and some OP Mon like Talonflame
