If you're going for mega Gardevoir then Modest is better, imo at least :P

I've seen people go timid I don't know why I have conkulder on my team is that why?

This is just my experience so I can't say it'll apply to everyone. I use a timid one and I'm convinced I've won matches on the sole fact that I've managed to out speed the opponent. If I don't ko something I don't know if the special attack boost from modest would make a big difference.

Modest Mega Gardevoir is better by all means because it doesn't have an impressive speed stat like other Pokemon plus you can work Mega Gard around with more bulk. Also Modest gives you more Sp Atk. If speed is a concern, you could always run Sticky Web in singles or Icy Wind/Electro Web/Tailwind in doubles to obtain speed control.
