I didn't say it was confirmed either, I said it MAY be the format. His context was unpleasant implying that it was ridiculous.

I'm sorry, but I agree that this does not appear to be the official ruleset. If you go to http://www.pokemon.com/us/play-pokemon/about/tournaments-rules-and-resources/ and click 'Play! Pokemon VG Rules and Formats', the download will still be the 2014 ruleset. I'm glad you're trying, though. Hopefully the 2015 rules will be out soon.
