So using this method you can get johto starters but they aren't in the alolan Dex BUT you technically catch them in the wild so does that mean you can use them in the vgc?

I believe so, VGC ruleset is restricted to alolan catched pokemon, not to the Alolan Dex.

The VGC rules have been announced to be "Alolan Dex" so any Pokemon not there are automatically banned. The only thing people are asking for clarity are the if Ultra Beast are ban, though since people are using them already in the championship battle mode.

Ok that makes some sense.

Another little question on the island scan and QR codes for any non european who has the game already: can  you scan for the same pokemon more than once? Aka is there the chance that you get the same pokemon two days in a row?
