Mega Rayquaza Question.

I had recieved a Rayquaza from the GTS in pokemon Moon and it was able to Mega Evolve right after trading as it had Dragon Ascent.
When I purchased Pokemon Ultra Moon and traded over Rayquaza through Pokebank it can no longer Mega Evolve.
Why is this ? is their a new requirement?

On GTS high chance mons are Hacks/edited.

Does it still have the move ?
