timid starmie

I was wondering if timed starmie with 252satk 252 spe and the rest on another is this a good idea and I'm running rapid spin recover hydropump and psychic?

Starmie is a decent rapid spinner in Single battles, but it's quite bad for Doubles, because of its poor bulk and offensive presence on the field.

yes, 252SpAtk/252Spe is the best option
