I don't think volcano is tradeable, and i've got a shiny jirachi? would a shiny raikou also work for both?

I have Raikou (also shiny), but the Shiny Jirachi catches my eye.
Could you please give me more info about it? Is it legal or event? OT? IVs? Ribbon?
