I don't think volcano is tradeable, and i've got a shiny jirachi? would a shiny raikou also work for both?

I have Raikou (also shiny), but the Shiny Jirachi catches my eye.
Could you please give me more info about it? Is it legal or event? OT? IVs? Ribbon?

It's event and it's the japanese one and I'm in a battle currently so hang on a sec
EDIT: The OT is some japanese name and it's IVs I believe are 6, and it has a classic ribbon
