Froslass's move pool really locks it into the supportive niche to be honest with you. It's very fast and has STAB ice though, letting you make quick work of Dragons and other hazard setters while setting up your own.
If you're set on running an offensive Froslass, you could try to run specs, but remember she is very frail:

You can hit some decent landmarks, for example:

252+ SpA Choice Specs Froslass Ice Beam vs. 252 HP / 0 SpD Ferrothorn: 154-183 (43.7 - 51.9%) -- 12.5% chance to 2HKO
Other mons do the offense better in her respective tier, and she really is best utilized for her speed and setting, but you could potentially make it work. Hope it helps.
