Thanks for posting this here @TempleVGC ! While still can't get over the Thunder Wave nerf back in this gen, there are still other modes of speed control to consider especially with how close some mons are on the speed tier bracket. Between the two, Icy Wind is definitely my favorite as it can hit everything while Electro Web gets blocked out by Lightening Rod partially, and Ground-types. We'd probably see Alolan Ninetales, and Vanilluxe be the best Icy Wind users given they also setup the Hail as well.
