[ORAS] New to competitive

OK so im new to competitive pokemon im not new to pokemon at all though but i was in the middle of ev training and got a thought. i was wondering, do i raise my pokemon to level 100 or level 50? because i see alot of battles where the pokemon are level 50 but ive seen them at level 100 so i was wondering what is the general thing i should do and any tips on the fastest way to get to 100 if i need to? sorry if this is a dumb question lol
