Bit of an update, I ended up getting my Shiny Eevee at a chain of 394, and I've got your Phantump. Just about to give it the moves it needs to know and send it up to my Pokemon Sun. My FC is under my IGN thing on the side (Under my avatar and name), so just add me when you can and we'll do the trade when you're set.
