This distibution pokemon is Emboar and he has a Hidden Ability: Reckless.
To get this special pokemon just go the mystery gift while starting up your copy of ORAS and select receive gift by code and eneter: pokemon500 just like this, then pick up your gift from the lady in any pokecenter in game. Enjoy!

According to serebii its only available on ORAS.

There is a event for the HA: Serperior, follow the same steps listed in the OP, when you get to enter the code, instead of typing in "Pokemon500, for Emboar" type in Pokemon497
