So which legendaries do you not need to get the shiny charm?

they are needed for shiny charm but not oval charm

All legendary Pokemon you can get only via event distribution (Mew, Celebi, Jirachi, Deoxys, Darkrai, Shaymin, Arceus, Manaphy, Phione, Victini, Keldeo, Melitta and Genesect)

yes, hoho can be caught in heart gold/gold and giritina in platnum,diamon,and pearl
