Glaceon is a powerful wallbreaker in PU because of its excellent Special Attack stat and good offensive typing. However, it has a lot of trouble against the common Rock and Fire types in PU, and it's also really annoyed by Stealth Rock. This is why Vibrava is a good partner; it resists both Fire and Rock, has decent bulk with the Eviolite and can Defog hazards. Also, Vibrava has access to U-Turn, which is a nice way to get Glaceon in safely (this is a very common strategy with wallbreakers, so you will probably will see me say this a lot).
