You can evolve it any time you want! There isn't a level connected to it, unless you want to make it learn Sacred Sword at level 51

edit: like eeveeli said I would level Doublade to 51 let it learn sacred sword then evolve it. You might have to use a heart scale and the move relearned to teach aegislash king shield but I am not positive on that.
