[VGC] I am currently looking at my favorite Pokemon, Grumpig for the VGC format.

This current metagame is more physically offensive than special. With that said, Grumpig has awful defenses. Even a few not very effective hits pull it down to less than 50% HP. I'm not saying you can't do it but it is going to be difficult and I can only suggest running a Support set with Icy Wind, Teeter Dance, Psyshock and Protect
