Maybe monsters that don't evolve.

Or colors! Assign a color to each giveaway period and pick pokemon that fit into it, you could include shinies and stuff... Like if october was black you could include zard and ninja.

You could do a four seasons with weather setters.

I like your idea of top usage in smogon tiers cause it mixes it up a little.

You could pick a series of vgc years and do a different top tier monster for each year.... that's all I got.

Id prefer VGC pomemon specifically VGC legendaries but you could alternate every week between VGC and smogon or offer two diffrent builds of the same pokemon, one that is for VGC and another that is for smogon. P.S. thanks for all the awsome giveaways, they really help

RU NU viable BR Pokemon would be a nice change.
But if you want to please your VGC fans than perhaps
Pokemon that are hard to breed like hidden power Pokemon
Or chain bred Pokemon like wide guard aeigislash.
