I've been trying to find a shiny Eevee for 4 months could somebody help me

Unfortunately, not a shiny I have gotten yet... but keep grinding! If you haven't tried breeding yet, maybe give that a shot for a couple hours or so a day. Once that ghostly, pale eevee breaks out of the egg, it will be totally worth it and much more personal to you, no matter how many eggs it took!

Do you have a foreign pokemon for masuda? If not they have a foreign ditto giveaway

Ditto will work, or female Eevee. To do Masuda, you need a foreign Ditto or Eevee or even a male Pokemon from Eevee's egg group for Masuda to take effect. It'll cut down the shiny odds. 

I don't have a foreign ditto to giveaway. I just have one, that I use for breeding. But there is that giveaway forum you can go try to snag one!
