EV: Not sure but I would simply Suggest 252SpA/4SpD/252Spe
Thanks would I need to invest in HPevs?

Naw tbh Hydreigon is bulky enough to survive most Very effective attacks and if you wsant to go for a more bulky version of it i would alsos uggest you go invest into hp and play with an assault vest

This is the set I run for Choice Specs Hydreigon:
Hydreigon @ Choice Specs
Ability: Levitate
EVs: 140 HP / 252 SAtk / 116 Spd
Nature: Modest
– Draco Meteor
– Dark Pulse
– Flamethrower/Earth Power
– Flash Cannon

The EV's here are important. 140 HP lets you live a dragon claw from Garchomp, it also lets you live an adamant return from m-Kang. The rest is dumped into speed for general rule of outspeeding things.

For scarf I'd use this:
EVs: 244 HP / 252 SAtk / 12 Spd

The 12 speed with scarf allows you to outspeed things like Latios which is important. If you can outspeed Latios, you basically ou speed every other threat. So the rest can be dumped into Bulk. Always stick with Modest and 252 SPA, you usually need it.
