If Drifblim uses Stockpile and its Unburden ability gets activated, can it still use Baton Pass legally in OU rules?

First, you should post this in the competitive section of the forum. Second, yes it is because you won't pass the speed boost; you will actually waste it by switching as it is not passed by BP.

Unburden's speed boosts increase will not pass over to another recipient Pokemon, so you'll only be getting the defense boosts.
