IV's are Individual Values which help make up a Pokemons statistics. Every Individual Value can range between 0-31 randomly. There are 6 statistics, therefore 6 random IV's are made. When a value is 31 then it's a perfect IV, that's why I say 1IV or 3IV ect, because 3/6 values are 31.
You can find out a Pokemons IV's in your game by speaking the the ''Judge'' who is usually found in the battle area which is unlocked after defeating the champion. He is usually in the Pokemon Center there. To find out how many IV's it has, speak to him, and for every stat he mentions out of HP, ATT, DEF, SPA, SPD, SPE, is one Individual value at 31. Unless of course he says it's a bad stat, then I believe that is 0.
I apologise if I don't explain that clear enough.
