Yes you are 100% correct about this. Any Pokemon without the respective + symbol can't be in the tournament as they don't comply with the VGC 17 rules (Alolan Dex with some such as Cosmog line, Zygarde Forms, Ash Greninja, Magearna, and unreleased events). Do think that if downloaded rules automatically detects if you are using any non Alolan or Alolan born Pokemon so this will be a non issue somewhat.
Also didn't specify earlier about this the last time but will say it. You can use QR code teams for this tournament, however note that you must still use that same team throughout the tournament.
