Firstly, I'm not sure what team you are referring to with that Salamence build, but the Salamence on the team you are mentioning had max attack and an Adamant nature (as mentioned here: https://youtu.be/o8T-vkqZDLY?t=25m6s).

And I'm not a fan of your blanket statement of 'Bulk wins VGC'. Obviously keeping your pokemon on the field is important, but whether a pokemon needs to survive certain attacks depends on its role on the team. I don't think in this team Salamence needed to be taking HP ice/Ice beams, he had switch ins being Aegislash and Rotom-W and redirection in Amoonguss (though not ideal, still an option). Sometimes a Pokemon functions better with a fully offensive investment and I think in this particular case that's true.
