IVs are stats that a Pokemon inherit when they are either caught or hatched. Each stat has an IV which is basically a number between 1-31 with 31 being the highest. Having a 31 IV in a stat means that the stat is perfect and competitive. There is a man called the "IV Rater" who is in the Pokemon Center in the Battle Resort or Kiloude City depending on if you have OR/AS or X/Y
If he says "this stat can't be beat" or "this stat is outstanding" it means that the stat you check has 31 IVs
EVs are the stat boosts you get from Super Training, Horde Training, Vitamins (protein, HP UP, Zinc etc.) and from Wings
