@Black Waterfall For some reason, it's not letting me trade the victini even though it is 100% legal

Yeah, I know, that's so weird. I was using Sun not US, but this Victini shouldn't have anything related to this...

I've had problems trading various event pokemon. Maybe it's just nintendo's overprotective regulations on hacked pokemon

That's probably the reason behind this. Let's give it some time and then try again later / some other day?
