To answer your question: Volcarona has enough speed to outpace max speed Smeargle and base 75 or below Pokemon like Breloom, Metagross, etc (both of which have started running Rock Tomb and Rock Slide respectively). I believe after 1 Quiver Dance Volcarona can go first against base 130 speed tier Pokemon and Choice Scarf Smeargle.
Usually most Togekiss run a small amount of investment to speed creep against the base 80 Pokemon like Mega Venusaur and Milotic who may or may not chose to run a ton of Spe Evs. I don't feel as if Togkeiss should run more Spe EVs since Tailwind and Thunder Wave will aid Togekiss tremendously and give me the Serene Grace flinch factor.
