As for what Kiev said, you need to play hyper offensive against Perish Song. Lead offensively but not with choice items unless you know for a fact you're outspeeding Mega Gengar's Disable. As for dealing with Gothitelle, Politoed, Marowak, Azumarill, Dewgong, Lapras (this list really goes on), never allow the opponent to use a speed control method that puts you at a disadvantage (though there is one special case you can't stop that.....freaking Whimsicott). Stronger priority moves also help. To be honest, Perish Song is extremely cheap and hard to play around but you need to stay calm and predict your opponent. The best thing you can do is find a way to stop the Pokemon from getting up Perish Song in the first place.
