Good Call i think they are higher lvl in the plains!!! making it obviously easier to evolve

Yep, only needs to level up once. However, it's quite hard because I just finished the storyline two days ago, so my main team is only around level 65. That's why my pokedex is pretty empty(although it is at about 25%)
