I know what you're probably thinking and I admit, Samurott may not be the best Pokemon out there, but I do feel like that he's been overlooked in some cases. While its speed puts him in a somewhat awkward position along with its decent attack and special attack stats along with his defenses which may not be considered bulky enough to deal with most mons, Samurott could still do enough work that allows him to function with a Trick Room team, or an intimidator such as Arcanine or Hitmontop. Samurott however does make it up with his Water typing which is one of the more defensive typings, while resistances aren't that as great, it only has to worry about its weakness to Grass and Electric types. This set may help this mon out.

Abilities:
Torrent: The main ability that every Water Starter gets. Torrent allows you to boost your STAB water moves by 1.5 when you're 1/3 your health or less. This can be helpful if you're below health and the extra boost may help you out.
Shell Armor: (Hidden Ability) One of the more underrated abilities IMO, Shell Armor allows your Pokemon to never get affected with a critical hit. Call it situational if you want, we all know crits happen at one point or another and in most cases, can cause you the game. Pokemon that has good defense stats such as Cloyster and Mega Slowbro are known Pokemon with that ability. I do believe it works better on a defensive set than anything else.

This set is mostly meant for Trick Room. While the Sassy Nature is great with the Assault Vest allowing Samurott to take a special hit or two from Thundurus I, Aegislash, Salamence, etc, the more focus is on Samurott's physical defense. Scald would be a perfect move for Samurott allowing him to get the possible burn on pokemon such as Mega Kangaskhan or Landorus T, greatly crippling them if the 30% hax is on your side. But if you're looking for a bit more power, there is Hydro Pump which does close to over 50% on Mega Kangaskhan 73-89% on Landorus-T. Aqua Jet is used for priority if there is a pokemon that is at a very low percentage you need to KO, while Superpower and Iron Tail are also used for coverage. Although Iron Tail's 75% accuracy may be a bit risky, it can do serious damage to threats such as Sylveon and Mega Gardevoir, getting a defense drop on either one would be great since the next attack is sure to finish the opponent off. There is also Superpower, a more of a last resort move that could put a dent in on your opponent's mon, but at the cost of your attack and defense.

Possible Teammates
Dusclops: This pokemon is one of the more commonly used for setting up Trick Room. With the access to moves such as Will O Wisp to burn physical threats, Trick Room to slow down the faster threats. Not only that, but it also carries Pain Split which could not only weaken your opponent's team a bit if Dusknoir's health is low, but it can be used to sustain health on your partner pokemon if its close to fainting itself. This would make up for Samurott's lack of recovery.
Terrakion: With a base 108 speed and the access to Quick Guard, Terrakion can stop Prankster users and other users of Priority such as Sucker Punch from Mega Khan and Bisharp in their tracks. It also helps since he can easily OHKO (depending on the set) both mons with Close Combat, with access to moves like Rock Slide, Terrakion could possibly 1-2HKO pokes such as Thundurus. Getting a chance to flinch makes this bull even more dangerous.
Hitmontop: Same as Terrakion but lacking a little bit of power compared to its legendary counterpart. Hitmontop does carry Fake Out which can support Samurott greatly, but unlike Terrakion, hHitmontop also has the Intimidate ability which lowers the attack of any Pokemon not named Bisharp. Hitmontop also carries both Quick Guard and Wide Guard which allows it to prevent priority attacks and spread moves respectively.
Cresselia: Great bulk, ground type immunity, and another great Trick Room setter, Cresselia has been an annoyance to people ever since VGC first started. With the access to Moonlight to sustain health, Skill Swap to screw up the opposing pokemon's ability by switching it, its easy to see why Cresselia would be a good support.
Aegislash: Its ghost and Steel Typing allows it to be immune to most of mega kang's attacks and it can protect from spread moves with Wide Guard as well
Mawile: Again, another intimidator, which would be great for Samurott physically, but can also do great damage as Mega Mawile thanks to its huge power ability.
Anything with Heal Pulse such as Mega Audino or Aromatisse could work as well

Other Moves
-Knock Off: Probably a more safer option, allowing you to discard your opponent's items as long its not a mega pokemon
-Air Slash Perfect while in Trick Room, good coverage for any possible grass types (though ice beam would be the better option unless its against mega venusaur), chances of flinching helps it out too.
-Megahorn A powerful bug type move that would cover well against certain psychic, grass, and dark types
Grass Knot Unless you're going against team with mega swampert or milotic, Grass Knot would be great coverage against certain bulky water types. Also effective on Tyranitar.

This is a really good write up! The only thing i have to say is that 187HP, 13 Attack, and 114 defense, youre wasting Evs, I would suggest using 180 HP, 12 Atk, 112 def, this way you can add 8 evs to spAtk or SpDef! hope this helped
Nice write up! Samurott also gets access to some useful support moves as well, such as Icy wind, Taunt, Encore and Helping Hand. Although these moves won't work with your assault vest build, I think it's worth noting that it can learn them as they may be useful on a more defense orientated build

Just looked that up on damage calcs, and I still have about 200 evs from the spread you suggested. The better option would be 180 HP/ 12 Atk/ 112 Def/ 50 SpA and 150 SpD would it not?

Another thing is why choose Superpower on this set if it doesn't pick up any KOs that Scald or Ice Beam can't?
Samurott has base 70 speed which is the exact amount that Bisharp has yet Bisharp isn't used as frequently in Trick Room but rather used as a max speed offensive variant. Is it possible to run Samurott like that?
Samurott also has access to Icy Wind and Helping Hand which are very good supportive options in VGC. Do you have any sets that capitalizes on these moves or is Samurott not capable of playing a supportive role?

Well with the way the meta is currently, you are 90% more to run into an intimidate team than snarl, And I do agree that old be an issue.
About the Superpower, while it doesn't pick up kos, it can leave quite a dent in the opponent's team, With a move like Superpower, it would do around 50% or more depending on the set, normally against Heatran and Mega Khan. Or even OHKO Bisharp on the off chance it doesn't have a sash.
Now with Bisharp, yes it has the same speed as Samurott but so does Breloom (which at least has spore to help its team out plus rage powder immunuty). However, Bisharp is more of a pure physical attacker and intimidate counter, and with Fairy types running around, Its always would be packing Iron Head, an attack which Samurott itself lacks.
I have seen and have used max speed samurott when I played singles, but for doubles, it would probably better to give it a choice scarf with Icy Wind if you wanted speed control, at that point, only thing is stopping you is a fake out, thundurus, and anything with defiant/contrary/competitive
I could see helping hand being able to work, but there pokes that have a bit more sustainability for the use of helping hand...
