Beedrill @ Beedrillite
Ability : Sniper <---- Well this is just for preference, you'll be mega evolving it anyways
EVs : 252 Atk, 252 Speed, 4 HP
Jolly Nature

- U-Turn
- Poison Jab
- Protect
- Knock Off

M-Beedrill is a very frail Pokemon, so you want to capitalize on those monstrous attack and speed stats in every way possible along with its ability, Adaptability, which makes STAB moves do 200% instead of 150% damage. U-Turn is really to get some damage in on your opponent or getting switch in priority (giving your other Pokemon a safe switch in) after OHKOing an opponent. Poison Jab is just for another STAB + the chance to poison the opponent may prove to be a game changer. Protect is for evading attacks(of course) but also to receive the change in speed stats as when you mega evolve, your speed changes to the mega's speed stat on the following turn. Knock off is really just for item removal and gives M-Beedrill a super effective hit against ghost types, since they do resist its stab.

Ability : Sturdy
EVs: 252 HP, 4 Atk, 252 SpDef
Adamant Nature

-Stealth Rock
-Sandstorm
-Earthquake
-Iron Head/Stone Edge/Rock Slide

This move set really makes Steelix put a dent in opponents strategies. Before Mega Evolving, you have access to normal Steelix's Sturdy ability which most of the time guarantees that you will live with at least 1 HP. Stealth Rock is chosen just because it is the best entry hazard in the game for breaking focus sashes or for trimming down those flying, fire and ice types *cough* talonflame *cough*. Sandstorm is really useful as not only does it activate M-Steelix's ability but it also disrupts other weather teams and takes away 1/16th of the opponents health each turn, provided that they aren't steel, rock or ground type or have the abilities Sand Rush, Sand Force or Sand Veil. Earthquake is great for it is Steelix's strongest, most effective STAB move. Iron Head for another STAB or if you feel that flying types or Pokemon with levitate who resists steel attacks will be a problem, throw in Rock Slide or Stone Edge for coverage.
