see i don't rate him delta precisely because he loses prankster which is kind of the main reason why i think sableye is good. Also i have faced that set before my milotic beat his + 6 fully set up monster with ease as snarl was boosting milotic up. While i could possibly move him up to tier 5 i couldn't personaly put him above slowbro who can run the exact same strat but is immune to crits. Coupled with a weakness to fairy which is on nearly every team currently most common users can free fire hitting sableeye as a secondary objective while focusing down your 2nd mon. Additionally no good way to hit them hard pre 3+ boosts means sableye is kind of vulnerable pre this point and with most vgc battles being sub 10 turns wasting about 33% of your time setting up a mon i mean herers a calc of him now well set up vs a specs sylveon
